Our recurring economic troubles in this new year will probably get worse. I’m not a pessimist, but the Obama Administration’s policies come from a school of thought that believes government can solve economic problems. All administrations from Theodore Roosevelt to George W. Bush, all interfered with the economy in some way. However none of these policies worked and none are new. In fact, over the course of 2000 years, governments around the world have tried to “help” the economy through various forms of intervention, and disastrous consequences ensued.
As in a previous post, I reviewed a book that details the consequences of adopting statism as economic policy. History offers us plenty of examples to learn from our mistakes. One book attempts to explain the fall of an Empire we owe some debt to. That Empire is ancient Rome. The book titled The New Deal in Old Rome, was written by H.J. Haskell. This is a hard to find book. I was able to read it at Mises.org. Haskell’s book was published during the FDR administration. Most of us are familiar with FDR’s attempt at ending the Great Depression. I say attempt because he failed miserably. I could get into great detail about the FDR’s administration; there are so many falsehoods and bizarre delusions about this man. However, that is beyond the scope of this post.
Haskell succeeds in comparing the policies of ancient Rome to that of contemporary America. More specifically,the policies during FDR’s tenure. There’s a recurring theme in all of this, that government, in some capacity can save or prop up the middle and working classes.
Let’s start with a little background. At its peak the Roman Empire stretched from Europe, to the Middle East. To parts of Asia, and down to northern Africa. That’s a lot of land! Now imagine the people, their customs and the natural resources? These provinces were the bread and butter of the Empire. Haskell points out that the policies implemented by the Empire, led to its eventual, internal destruction.
Haskell points out the consequences of state intervention in Rome. I compiled a list of policies Haskell interprets that mirror modern America. Please note this list is not exhaustive. These examples stand out because they are so similar to policies of today. I’ll note the specific policy and compare it to our policies which are typed in italics.
- The Empire’s institution of a grain distribution program. This particular policy evetually led a vast underclass who were completely dependent on government welfare. As Haskell states:
Many persons preferred relief to wages. Thereafter during the Imperial prosperity the number of relief continued at about 200,000. Nearly three hundred years later the dole was extended and made hereditary. (bold added)
Emperor Augustus recognized the moral hazard of government dependency, and tried various methods to wean citizens off welfare. Tactics such as deporting foreign residents and only keeping teachers and physicians; anything to help stave off bankrupting the treasury. Inevitably, Augustus would do nothing more. Stating:
he was inclined to abolish forever the public distribution of grain, for the people had come to rely upon it and had ceased to till the fields; but had not proceeded further in the matter because he was sure that, from a desire to please the people, it would be revived at one time or another. (bold added)
Modern America: There are various welfare schemes that the United States has instituted in the last 70 years. Starting with the Roosevelt administration, with Social Security, a pay as you go scheme that is currently bankrupt. The Great Society under the Lyndon B. Johnson administration is most significant because it implemented Medicare, Medicaid, Food Stamps and a whole host of social welfare problems during the Civil Rights period. I want to add the Civil Rights era was crucial to ending legalized segregation in the southern states. Unfortunately, it was co-opted by the Johnson administration.
As with any politician the black community was used to score political points for Johnson. This ultimately led to a social breakdown, particularly in the inner cities. We now have a generation of minorities who are totally dependent on government. A perfect example is the 2005 Hurricane Katrina fiasco. New Orleans poor were unable to leave, despite having a full week to evacuate! We all remember the consequences of that!!
- Rome’s policy of expanding credit and debasing the currency. This artificial boom led to a spending spree. As Haskell points out:
fify million dollars in new money flowed out to the public. All Italy shared in the prosperity. Extensive private as well as public building operations went on in the cities. Doubtless many of the new fortunes of the period had their source in the increasing real estate values and in the rapid expansion of cities due to easy credits, increased circulation, and the sense of security in property holding….(bold added)
The easy money policy continued further under Emperor Augustus, with government owned gold and silver mines. Inevitably, the mines were on the brink of exhaustion. But it also led to a five percent decrease in the value of the currency.
Modern America: Where do I begin. Our current economic crisis lies squarely at the feet of the government. The past 9 years had seen an expansion of credit throughout the economy. Interest rates were outrageously low. Due to social engineering policies, there was the belief that all Americans, no matter their credit worthiness were entitled to a house. Through a policy called the Community Reinvestment Act, banks and mortgage firms were forced to issue loans to those with poor credit This led to a building boom, which then led to an increase in housing pricing. This had a ripple effect throughout the economy. Because many individuals “bought” houses they could not afford. For more information, look to this video of businessman and Connecticut Senate candidate Peter Schiff explaining the coming collapse.
- In ancient Rome there was a complete merging of government and business. Haskell titles this chapter, “Big Business in Politics”. Haskell explains that due to the Empire’s expansion, a new class developed that wanted to profit from the added territories. Their interest differed greatly from the aristocratic senators. In effect, we have the ancient version of the lobbyist. Each group wanted the government to tailor its policies to the needs of their own group. As Haskell notes:
In the program of (Emperor) Gaius there were measures that appealed to each of these groups. For the farmer he revived and revamped his brother’s legislation for the allotment of land from the public domain. For the urban poor he provided the sale of wheat by the government below the market price. For the little fellow who wanted larger business opportunities he proposed the establishment of trading centres in Italy and one in the territory of Carthage in North Africa. Allotments of land were to be made in these centres to selected colonists of good character. For the big business men he provided contracts for great warehouses for the storage of grain, for an extensive system of farm-to-market roads, and for the collection of taxes in the province of Asia, in western Asia Minor…..
Modern America: During the Bush Jr. administration, billions of dollars were given to major banks under the TARP(Troubled Asset Relief Program). Many investment and insurance firms had over-leveraged themselves and began to collapse. Government believed that without the bailout there would be a complete collapse of the financial system. That was the pretext to spending taxpayers money on incompetent CEO’s. Keep in mind, that many firms were forced to take this money, even though they managed, through proper investments, to ride out the storm. But overall, the financial system is so regulated that many firms have their own lobbyists to get their necessary government favors, at the expense of the American taxpayer. We also have a complete nationalization of the American auto industry, finance and health care. What are the consequences of this!!!
I don’t want people to think that I am foreshadowing America’s doom. I truly believe that the American people will not stand for this continued looting. Yet, bad ideas have serious consequences. The same bad ideas implemented in ancient Rome are being tried again in 2010. I get so angry because of this. Because of our inept education system from kindergarten through graduate school, we cannot expect the politicians in D.C. to understand history. We have had 20 years of dumbed down administrations in the White House. Regardless of party affiliations, the democrats and republicans are all the same. They support a mixed economy; and with that a total destruction of our economy. I hope we do not follow in ancient Rome’s footsteps. That would be tragic.
